New York State Restricted Period Supplier Contact Form
When using New York State appropriated funds to request a purchase, and an Invitation to Bid was issued, New York State Finance Law, 139-k (6), requires anyone who is contacted by one of the suppliers during the restricted period to record such contact. The "restricted period" is defined as the time commencing on the issuance of the Invitation for Bid to the time the purchase order is submitted to the state for approval.
The term "contact" is defined by statute and refers to those oral, written, or electronic communications that a reasonable person would infer are attempts to influence the purchase.
